Unto the Sovereigns and members of the College of Arms of the Society, does Randal Carrick, Rampart Herald send his greetings. What follows is the September Letter of Intent for the Kingdom of the Outlands. I would like to thank the following heralds for providing commentary for this letter: Rohese de Dinan, Thomas of Shrewsbury, Gawain of Miskbridge, Andrew von Otelingen, Jethro Stille, Furukusu Masahide, Francesca di Pavia, Magdalena Lucia Ramberti, Marie de Blois, Conrad von Zollern, Eric Morrison, Ursula Georges, Ines Alfon, and Caitlin de Irlande.

5: Alexander of Lancaster - Resub Device

Submitter's previous device, Argent semy of roses sable barbed vert seeded Or, was returned on the same LoAR for the following reasons:

This device conflicts with the device of Angus de Botha, Argent, three roses in fess sable. There is only a single CD for the change from three to semy; we do not usually grant a CD for arrangement against semy charges. This device is also a conflict with the device of Johanna von Nürnberg, Bendy argent semy of roses sable and gules, There is a single CD for the change to the field, but the semy of sable roses are the primary charge group in each device.

 

This submission is a complete re-design

8: Bernhardt Grimme - Resub Device

The previous device, Or, a brown bear's head cabossed proper attired of stag's antlers sable and in chief a cross crosslet crossed gules, was returned on the same LoAR for the following reasons:

 

This device is returned for using a type of cross which was not documented to period. Blazoned on the LoI as a cross crosslet, a cross crosslet is a cross couped with a crossbar on each of the four arms. The depicted cross takes this a fractal step further and adds another crossbar on each of the twelve branches. No documentation was presented, and none could be found, that this is a period style of cross. While Parker does mention a 'cross crosslet crossed', and gives dated examples, his examples are taken from Legh's Accedens of Armory. Checking Legh, the actual armory being referred to with that blazon is what we call a cross of Jerusalem.

 

This device is also returned for unidentifiability of the primary charge. The full-size emblazon appears to have a brown blob with black antlers. The black internal detailing of the bear's head entirely disappears against the dark shade of brown used.

 

The submitter has re-drawn the device to include a period style of cross and to make the bear's head more identifiable


9: Celestina Santi - New Device

Submitter's previous device Per pall azure, purpure, and gules, a greyhound sejant proper was returned on the Outlands October 2009 LoR (http://rampart.outlandsheralds.org/2009-09-lop/0910-lor.html) for the following reasons:

Cannot use per pall of three colors; one of the field-divisions should be a metal to ensure good contrast on at least 1/3rd of the field (RfS VIII.2.b.v). Additionally, there is no definition for a greyhound proper, so this should be marked as a greyhound argent marked brown. Finally, this device is in conflict with Asne Whitewolf (April of 2000 via Artemisia): (Fieldless) A wolf sejant argent with only one CD for the change in field (RfS X.4.a.iii).

 

This submission addresses the previous concerns

 


10: Cera ingen Ronain - New Badge

OSCAR thinks the name is registered as Cera ingen Rónáin in July of 2005, via the Outlands..

The previous badge, Fieldless, a dragon segreant vert, was returned by Kingdom on the Outlands August 2009 LoR (http://rampart.outlandsheralds.org/2009-07-lop/0908-lor.html) for conflict with: "Argent, a dragon sergeant vert maintaining a Latin cross bottony Or. Just one CD for the field."

The current badge is a complete redesign. Clear of Isabella Gabriele de Álora, reg. 12/03 via the West: (Fieldless) A hummingbird rising to sinister wings addorsed azure. We have the virtual CD for fieldlessness and another for the bird's tincture


11: Elisée de Calais - New Device

12: Eowyn Erthton - Resub Appeal of Laurel Return of Name Change & Resub Device Change

Meaning (Woman of/from Moscow) most important.

Submitter's current name, Eowyn Erthton, was registered on the October 2000 LoAR (http://heraldry.sca.org/loar/2000/10/00-10lar.html) via Atenveldt.

 

The previous Name Change submission was returned on the June 2009 LoAR (http://heraldry.sca.org/loar/2009/06/09-06lar.html) for the following reasons:

This is being returned for using incorrect grammar in the byname. The byname Moskovskaia was intended to mean 'woman from Moscow', and constructed on the basis of the Russian form of the city's name, Moskva. The LoI cited Paul Wickenden of Thanet, "Locative Bynames in Medieval Russia", for the construction, section IV of which says locative bynames are created by taking the toponym and adding an adjectival suffix, the feminine version being -skaia. On the basis of this information, the correct feminine byname constructed from Moskva is Moskvaskaia, not Moskovskaia. We would change the byname to this form, but the submitter allows no changes, so we are forced to return the name.

 

The current appeal states as follows:

[Tatiana] - "Dictionary of Period Russian Names" by Paul Wickenden of Thanet (http://heraldry.sca.org/heraldry/paul/) states it is a variant of [Tat'iana] and dates the spelling [Tatiana] as early as 225.

[Moskovskaia] -

The first mention of Moscow in the chronicles (Primary Chronicles) is for 1147, when Yurii invited his ally, Svyatoslav Ol'govich of Novgorod-Seversky, to visit him at the frontier post he was building at Moscow.

Transliteration: "Yuri povelel emou Smolenskuiyu volost' voevati, I shed Sviatoslav I vza liudi Golad' verkh Porotve I tako spolonishasa drouzhina Sviatoslava I prislav Giurgii rech' Pridi ko mne brate vo Moskov"

As we can see, the first mention of what later became Moscow (Moskva, Москва) exists in different form - Moskov (Москов).

Different sources also mention the name Moskovia.

Sigismund Herberstein,the ambassador of Hapsburg court in Moscow in 1516-1517 and 1526-1527, author of Rerum Moskoviticarum commentarii ( Notes of Moskovia ,Записки о Московии, Zapiski o Moskovii)

Enclosed documents show different maps of the region that Herberstein used in his Notes. The name used on the maps is Moscovie, Moscowie, Moscovia.

The book was first printed in 1549, in Latin, and reprinted many times thereafter.

Page 85: "Летописцы именуют Москву и Московою."

"Chroniclers also call Moscow - Moskova" "Letopiczy imenuyut Moskvu I Moskovoyu"

From the above name - Moskov - we can easily form a locative byname, based on Paul Wickenden's information

Moskov - skaia

Type IV locative bynames are created by taking the toponym and adding an adjectival suffix (usually "-skii"/"-skoi"/"-skyi," or feminine "-skaia"). Often, the form is found in the genitive case ("-skogo"). Regardless of how it appears, the meaning is the same: "the person of <place name>" or "the <place name>-ish person."

We can see the example of just such a name, when we look at the genealogical table of Grand Dukes of Moscow

They show that formation of the name is done based on the root of the word Moskva /Moskov (Mosk), with the addition of the suffix -ov

The above suffix also exists in a complex form - ovsk (B.O Unbegaun, p.111)

shows Mixed declention Type I Nouns. One of the examples derived from Moscow - Московский(town and river names) Transliteration: Moskovskii .

This device is returned because the hourglasses are drawn in trian aspect, showing three dimensions. We do not allow most items to be depicted in trian asspect unless that depiction is necessary for identifiability or the charge is typically depicted that way in period armory. Hourglasses do not require depiction in trian aspect to be identifiable, nor are they typically depicted that way in period armory, so this must be returned for a redraw.Please instruct the submitter that, when resubmitting, the hourglasses should not be drawn transparently. They should be entirely solid tinctures.

13: Fiórleif eldr ǫrn - New Name & New Device

Gender: Female, Submitter cares most about the meaning of the name "fire eagle". Changes accepted.

The documentation of each name element is acceptable, but the Outlands College of Heralds is unsure about what is essentially a double-byname. Submitter will accept changes, so we defer to the expertise of the College of Arms on this one

 


14: Francesco Di Napoli - New Device

OSCAR finds the name on the Outlands LoI of May 31, 2010 as submitted.

Sable, in chief a mullet of four points and a base argent

The previous device, Per fess sable and argent, in chief a 4 pointed mullet argent, was returned by Kingdom on the same LoR, stating as follows:

Device RETURNED for conflict with the Flag of Somalia, Azure, a mullet argent. There is only 1 CD for the change to the filed tincture, as the change of position of the mullet is forced and does not count for difference. Further, there is no difference granted between a mullet of 4 points and a mullet of five points:
"The rules for change of type of mullets follow the rules for change of number of charges. Mullets of n points will get a CD from mullets of m points if RfS X.4.f gives a CD for changing the number of charges from n to m. [Kouac Myklos, 02/02, A-Ansteorra]"

 

Submitter has changed the per fess field division to a base, and moved the mullet to chief. Unfortunately, this is very close to Anna af Aarnimetsä (April 1997, Drachenwald): Sable, a mullet and a base wavy argent. Technically, this has 2 cds - one for the change to a plain base and one for the unforced move of the mullet to chief, with none granted for the change from five points to four on the mullet.

We are submitting the device for Wreath to rule on the visual conflict. Ironically, che change in the number of points on the mullet is actually the biggest visual difference between the two devices.

Alternately, if someone could assist in getting a letter of permission to conflict, that would be appreciated.

21: Nathaniel Hayes - New Appeal of Kingdom Return of Device

The submitter's previous device Per chevron or and argent, a grenade sable enflamed gules, was returned on the Outlands October 2008 LoR (http://rampart.outlandsheralds.org/2008-09-lop/0810-lor.html) for the following reason:

Returned for Conflict with US Army Ordinance Corp, A grenade sable. There is only a single difference granted for addtion of a field, as the change in tincture of the flame is not a significant enough change to clear conflict. For reference, the Febuary 2008CE Cover Letter defined a 'grenade proper' as "sable, enflamed proper, that is, sable with alternating gules and Or tongues of flame."

 

The current appeal states that the US Army Ordinance Corp is not, according to the OandA, at this time a protected piece of Armory, and in the submitting herald's opinion, shouldn't be, given the number of branches of the US and foreign armed forces that use heraldic, or somewhat heraldic badges in their insignias. As we do not protect against all modern heraldry, it seems unreasonable to protect against all military insignias either. If it is determined that the US Army Ordinance Corp is important enough to protect it's armory, it then becomes a question of which armory to protect. In the research of the armory of the Prdinance Corp, the submitting herald came across several depictions of the badges used by the Corp. Most of them could be found at http://usmilitary.about.com/library/milinfo/armybranches/blord.htm

The Submitting herald believes that unless it is determined that the US Army Ordinance Corp is sufficiently important to protect it's armory from SCA heraldry, and the armory chosen to represent the Corp is one of the minor variants of the three main badg.es used by the Corp, there is no reason not to register the client's proposed device.

the Outlands College of Heralds supports this appeal. We do not agree that this submission conflicts with the US Army Ordinance Corps, as that appears to be (Fieldless) a bomb Or (not sable). This submission has 1 CD for the field and 1 CD for the change of color. (Further, (Fieldless) a grenade Or is already registered in the SCA - to Bjarki ap Owen, 9/95 via East…so, so much for protecting that armory.)


22: Peryn Wolfe - New Device

This device is being returned for multiple issues. First, this at least borders on excessive counterchanging. Second, the counterchanging renders the complex charges of compass roses near completely unidentifiable. Third, and least importantly, the bordure is a little on the skinny side. The combination of these issues lead to a return. When resubmitting, please be aware that placing one identical charge in each quadrant of a quarterly field is not considered marshalling and is not a reason for return.

Röttger is indeed the header form, but is not given a dated citation. Bahlow says it's a Low German variant of "Rüdiger", and cites "Rudiger" from 1348 and "Rüdiger" from 1579. "Ambos" has no dated citation either, but Bahlow cites "Amboß" from 1479.

As submitter will accept changes, the Outlands College of Heralds will leave it to the College of Arms to adjust the name to meet the sound submitter desires

The previous name submission, Shoshanna Simcha bat Reuven, was returned on the Outlands June 2008 LoR (http://rampart.outlandsheralds.org/2008-05-lop/0806-lor.html) for the following reasons:

Using the client's documentation for the element Shoshanna, I was unable to find a suitable spelling; all of my dated documentation spelled the element Shushananah, which I considered a major change. Return for Rework.

 

The current resubmission states as follows:

Academy of St. Gabriel letter 3372 (http://www.panix.com/~gabriel/public-bin/showfinal.cgi/3372.txt) documents Shoshana (in Hebrew) to 1318-1342 in Germany. According to the same Letter, Simkhah appears numerous times in Germany as a Hebrew feminine given name between 1211 and c. 1660. Also according to this Letter, Ruven, a Biblical male given name, was in use in Germany by Jews by the 13th Century. This Letter further states that patronymic bynames are a traditional Jewish naming practice, and the Ashkenazic bas Ruven would be the most common form of "daughter of" in 14C Germany.

The Letter cited above notes that double given names were not common for Jewish women, but the practice was not unheard-of, and states that the form submitted would be a possible, if unusual, name for a 14C German Jewish woman.

conflict with Randall of Willowrock, Gules, in fess a mullet inverted between two Doric columns argent. There is a CD for changing the tincture of the primary charges, but no difference for changing the type only of one of three charges in fess.

[de Camville] - Richard de Camville (died 1191) was an English crusader knight, and one of Richard the Lionheart's senior commanders during the Third Crusade. In June 1190, at Chinon, he was, with 3 others, put in charge of King Richard's fleet sailing for the Holy Land. In1191 he was appointed governor of Cyprus, jointly with Robert of Thornham. He died later in the same year at the Siege of Acre. He was the son of another Richard de Camville (died 1176), an Anglo-Norman landowner, and Millicent, a kinswoman of Adeliza of Louvain, the second wife of King Henry I.
