Here follows the Kingdom of the Outlands Letter of Presentation for December 2007. Your comments and suggestions are always welcome. Errors found herein are undoubtedly mine.

Anyone may comment upon the items found herein, and e-mail commentary to the Rampart address is encouraged. Please have comments on items contained herein to Rampart, Furukusu Masahide-dono, by February 17, 2007, for the Rampart decision meeting tentatively scheduled for February 18, 2007.

I present the following items for your consideration:

1. Anna de Apperleye. New name and device. Sable, on a chief Or three apples gules slipped vert.
(Caer Galen) Gender: Female. Submitter cares most about the meaning and sound of the name (related to "apple").  No major changes accepted.
Anna: found as a female given name in Talan Gwynek's "Feminine Given Names in A Dictionary of English Surnames" (http://www.s-gabriel.org/names/talan/reaney/reaney.cgi?Ann), documented in the submitted spelling to 1199.
de Apperleye: Reaney & Wilson, A Dictionary of English Surnames, heading "Apperley".
The names are consistent in language, culture, and time.
 
2.  Fontaine dans Sable, Barony of.  Order name resubmission: Order of the Houre Glass.
(Fontaine dans Sable) No major changes accepted.
This has been previously submitted as the Order of the Sands, Order of the Wellspring, and Order of the Hourglass.  "Sands" was deemed too generic to be registerable under the "Thing" pattern as cited in Project Ordensnamen (www.sca.org/heraldry/laurel/names/order).   "Wellspring" was found to have been attempted and returned by Laurel on at least two other occasions. The most recent return was on the November 2006 Letter of Response. Commenters indicated that [hourglass] is not a period spelling, according to the OED. The entry for [hour-glass] dates forms with the common meaning to the 16th century, but with spellings that vary from that submitted. [houre glass] is dated to 1591, [houre-glasse] to 1588, [our glasse] to 1511. Changing the submission to one of the period forms would require the addition or deletion of multiple characters, and changes in spacing or punctuation. This would go beyond a minor change, and was therefore returned to the submitter. Other than the specific spelling of the term [hour-glass] commenters could see no reason this order name could not be registered. The spelling on this resubmission is as cited above.

3. Michelet MacRae. Name resubmission and new device. Purpure, a horse rampant Or semy of mullets sable.
(Fontaine dans Sable) Gender: Female. The submitter cares most about the language/culture of the name, defined as French/Scots, and desires a name authentic for 12th-14th Century French/Scots. No major changes accepted.
The previous submission, Michelet des Chaveaux, was returned on the July 2003 Letter of Response  for lack of documentation of the surname. The submitter now wishes to change her surname to that of others in her household, "MacRae". French and Scots are considered to be compatible for naming purposes.

MacRae: Black, Surnames of Scotland, p. 560, heading: Macrae.

4. Stuart of Fontaine. New name and device. Gules, an eagle displayed within a bordure Or, a semy of crescents sable.
(Fontaine dans Sable) Gender: Male. No changes accepted (major or minor).
No documentation for the name was provided with this submission. [The blazon needs work - Castle.]

5. Tiberius Acilius Brutus. Device resubmission. Gules, in pale two gladii crossed in saltire at the tips Or and a natural leopard couchant guardant Or spotted sable.
(Dragonsspine) 
The name was registered in March 2006. On that same LoAR, the previously submitted device, Gules, in fess a natural leopard couchant guardant between two Ionic columns Or, was returned: "This is returned for conflict with Randall of Willowrock, Gules, in fess a mullet inverted between two Doric columns argent, reblazoned elsewhere in this letter. There is a CD for changing the tincture of the primary charges, but no difference for changing the type only of one of three charges in fess."  This item was resubmitted in its present form on the November 2006 Letter of Presentation, and was returned on the December 2006 Letter of Response because it was submitted on the old forms.
