Unto Marie de Blois, White Stag Principal Herald and the Outlands College of Heralds, does Æðeluulf Munec, Rampart Herald, send well wishes this day. I write you concerning the November Letter of Response for the Kingdom of the Outlands.

The followingitems have been sent to Laurel for final determination:

  1. Acelin Mackenzie - New Name
  2. Carlos Nieto de Andrade - New Name
  3. Geillis inghean Póil uí Sirideín - New Name
  4. Jamila al-Zuhayriyyah - New Name & New Device Per pale gules and azure, four quatrefoils in cross argent.

The following items were returned for rework:

  1. Acelin Mackenzie - Device - Sable, upon a cross clechy argent a skull gules. As the device is drawn, the gules skull has insuffucient contrast with a the sable field, thus violating RfS VIII.2 for contrast. If the submitter were to use a cross clechy nowed, this would be cleared. Be aware, Rampart has not checked this modified item for conflict.
  2. Carlos Nieto de Andrade - Device - Per chevron azure and argent, three mullets one and two and in base a Cross of Santiago gules within a bordure embattled counterchanged. The bordure on this item is too narrow, giving the appearance at a distance of compony, not embattled. If the bottom of the embattlements is as thick as the top of the embattlements are now, the item will have a sufficiently thick bordure. Additionally,the mullets should be specified as "mullets of eight", and the angle of mullets should match the line of division.
  3. Ravenhyrst, Canton of - Resbumission of Branch Name & Device - Sable, a pile throughout Or, in pale a raven displayed sable and a laurel wreath counterchanged. The device is returned for redraw, as an item as significant as the Laurel wreath for a branch's arms cannot be counterchanged, per the a Precedent set in the June 1994 LoAR.

    The name itself as submitted is accecptable, but is being returned for administrative reasons (see below). In a future resubmission for this EXACT name, please send only the forms for the name "Ravenhyrst", as the Rampart office has sufficient copies of the documentation.

    The Petition for Support of both new items did not clearly indicate a majority of populace or officer support for the items. Per the Administrative Handbook §IV.C.5,
    Submissions involving the branch name or arms of an active branch must include evidence of support for the action on the part of a majority of the active members of the branch. In the case of branches with no ruling noble, this support may be demonstrated by a petition of a majority of the populace and officers or by a petition of the seneschal and at least three-quarters of the other local officers. In the case of branches with ruling nobles, such petitions must also include a statement of support from the ruling noble. A valid petition must include a clear description of the item submitted; either the blazon or emblazon is sufficient for a petition regarding branch arms, though both are preferable.
    As there was no membership list included, Rampart was unable to determine if the seven recieved petitions (including the Nobility petition) met the required majority of the populace and/or officers. Please contact Rampart directly if the Office can advise you regarding this petition or submission.
  4. Seamus Macrae - Resub Name. The spellings found in the Irish Annals are as follows: "Semus", "Séeamus" and "Semas". The spelling found in O'C&M is "Séamus". Any of these items, using the proper accents will be accecptable, but using the anglicised and post period "Seamus" is not registerable. Additionally, neither Reany & Wilson nor Black has a dated spelling of "McCrae" that matches the submitter's wishes. Header forms are not dated, and frequently contain modern spellings of the items listed below them.

As a final reminder to the submitters and all submission heralds, photocopies are not required for any of the sources listed in the Administrative Handbook Appendix H. Also, the Rampart office is investigating Electronic notificiation for submissions, and is seeking input regarding this. Please send all suggestions and commentary regarding this new Laurel policy directly to myself at rampart@outlandsheralds.org.
