UNTO the Outlands College of Heralds, our respected friends and colleagues who give freely of their time to provide commentary, and all others who come by these letters, on this 20th day of October, A.S. xxxxiv (2009 CE), does Don Randal Carrick send greetings on behalf of The Honourable Lady Marie de Blois, White Stag Principal Herald.
Here follows the Kingdom of the Outlands Letter of Presentation for October 2009. Your comments and suggestions are always welcome. Errors found herein are my sole responsibility. Anyone may comment upon the items found herein, and e-mail commentary to the herald's commentary list is encouraged. Please have comments on items contained herein to Rampart Herald by November 17, 2009, for the decision meeting tentatively scheduled for November 18, 2009. As a reminder, the College of Arms requests commentary on all items, including appeals.

1. Adolf von Steinberg. New Device. Bendwise gules and Or
a wolf's head razed and a bordure indented sable.
(Rio de las Animas) Submitter's name was registered on the April 2000 LoAR (http://heraldry.sca.org/heraldry/loar/2000/04/00-04lar.html) via Artemesia.
2. Elionora Brenan. New Name and Device. Per chevron azure and argent, two oak leaves Or and a pentacle sable.
(Caer Galen) Gender: Female. Submitter cares most about the language/culture of the name, defined as 16th C. Anglo-Irish. Changes Accepted.

cites one example of this woman’s given name in this spelling in the accounts
of the Anglo-Irish Fitzwilliam family for the five-year period from 1560 to
1565. (These are primarily payment records, and document the names of
individuals in the society who owe to the family or are owed by the family.)
3. László Rózsa. New Joint Badge. Fieldless, a drakkar gules sails charged with three bezants one and two argent.
(Caer Galen) This badge is to be jointly owned with Björn Pálsson. Submitter's name was registered on the March 1996 LoAR (http://heraldry.sca.org/heraldry/loar/1996/03/lar.html) via Meridies, and Björn Pálsson's name was registered on the October 2001 LoAR (http://heraldry.sca.org/heraldry/loar/2001/10/01-10lar.html) via the Outlands..
4. Magdalena Lucia Ramberti. Device Change. Per bend sinister counter-ermine and ermine, a compass rose Or and a pomegranate gules slipped and leaved vert.
(Caerthe) Submitter's name was registered on the March 2009 LoAR (http://heraldry.sca.org/heraldry/loar/2009/03/09-03lar.html) via the Outlands. If registered, submitter's current device, sable, in pile a rose slipped and leaved argent and a feather Or (registered on the April 2004 LoAR via the Outlands, http://heraldry.sca.org/heraldry/loar/2004/04/04-04lar.html) should be released.

6. Outlands, Kingdom of the. New Badge. Per bend vert and Or a stag salient argent and a book vert.
(Outlands) Submitter's name was registered on the July 1986 LoAR (http://heraldry.sca.org/heraldry/loar/1986/07/lar.html) via the Outlands. The badge is to be associated with the Page Academy.
7. Ram's Keep, College of. Branch Name and Device Resubmission. Vert, a ram's head cabossed argent, within a bordure embattled Or, and in base a laurel wreath argent.
(Unser Hafen) Submitter will not accept Major changes to the name. Submitter's previous submission was returned on the May 2004 Outlands LoR (http://rampart.outlandsheralds.org/2004-04-lop/0405-lor.html), stating:
These submissions are primarily being returned for the lack of a petition. Please see the Administrative Handbook (http://www.sca.org/heraldry/laurel/admin.html), particularly section IV.C.5. Evidence of Support, which says:
Submissions involving the branch name or arms of an active branch must include evidence of support for the action on the part of a majority of the active members of the branch. In the case of branches with no ruling noble, this support may be demonstrated by a petition of a majority of the populace and officers or by a petition of the seneschal and at least three-quarters of the other local officers. In the case of branches with ruling nobles, such petitions must also include a statement of support from the ruling noble. A valid petition must include a clear description of the item submitted; either the blazon or emblazon is sufficient for a petition regarding branch arms, though both are preferable.
When considering a resubmission of the name, please note the following precedent:
"We do not register the scribal abbreviation (St.) But the full form (Saint), and the use of the apostrophe in possessives is not period." (Severian the Northumbrian of Saint Ninians Isle, 9/94 p. 7)
Regarding
the device, SCA groups are required to have a laurel wreath in their arms, as
noted in the Administrative Handbook (see above), section II.D.2. "Branch
Arms - The single piece of armory associated with the Branch Name of a Society
branch which uniquely identifies that branch. By Society convention, all branch
arms must include one or more laurel wreaths as an important element in the
design." When redesigning, please do keep this in mind (for example, a
laurel wreath in base, below the ram's head, would be sufficient.).
Submitter
has included the necessary petition, and re-drawn the device to include the
required laurel wreath. Submitter also included some documentation for
period references to rams and the architectural definition of a keep, but failed
to include the required photocopies of sources. Any assistance in this
area would be greatly appreciated.

Stephen Axtell. Device Resubmission. Per pale gules and
azure, an arm couped embowed sustaining an axe Or.

Submitter's name was registered on the June 2008 LoAR (http://heraldry.sca.org/heraldry/loar/2008/06/08-06lar.html)
via the Outlands.
Submitter's
previous device, Per pale azure and gules, an arm fesswise couped
embowed maintaining an axe bendwise sinister Or
, was returned by Laurel on the same LoAR,
stating: "This depiction of an axe blurs the distinction between maintained and
sustained charges, which is grounds for return. Treating the axe as a maintained
charge, the submitted device conflicts with the armory of Piedro Vega y Garcia
de Barcelona, Sable, an infant's arm couped at the shoulder, fesswise embowed
Or, maintaining an apple proper. If the axe were clearly drawn as a
sustained charge, it would clear this conflict, though others may be introduced."

Unser Hafen, Barony of. New Order Name - Order of the Stone Masons.

Hafen) Changes accepted. The Branch Name was registered on the
October 1985 LoAR (http://heraldry.sca.org/heraldry/loar/1985/10/lar.html)
via Atenveldt..
As
documentation, submitter states "Order for the Baronial recognition for
personification of Society ideals".

Zaahira Bint Lu'Lu' al Balasiyyahi. New
Household Name - Knarrarbringa - and Device. Per pall azure, sable and
vert overall a compass star argent.
(Dragonsspine) Gender:
Female. Submitter cares most about the language/culture of the name,
defined as "Norse". Submitter will not accept major changes to
the name.
Submitter's name was returned on the September 2006 Outlands LoR (http://rampart.outlandsheralds.org/2006-08-lop/0609-lor.html),
and no subsequent resubmission was found. Although this household name and
device will have to be returned for lack of a primary name to associate them
with, commentary is requested to provide guidance to the submitter for future
resubmission.
