It is our intent to register the following items:
Margaret Hepburn of Ardrossan acting as Herald for the Shire of Blackwater Keep sends a letter requesting a correction on their recent armory change of their Branch arms to Or, a tower within a laurel wreath gules and a base engrailed sable scaly Or registered on the July 2005 LoAR.
At the time of the registration the branch's old device Gules, eight scorpions in annulo, facing outward, all within a laurel wreath Or was released. This was apparently done in error on the part of the branch, which wished to have the old device retained as a badge. This error occurred when their first submission was returned at Kingdom for redraw and the box requesting retention as a badge was failed to be check on the second set of forms. The letter includes a copy of the initial submittal that was returned at Kingdom showing the request to change the old device to a badge. The branch requests that the original device be retained as a badge by the group.
Submitter cares most about the language/culture of the name. Desired gender is female and submitter wishes to be authentic for French language/culture.

Both names are German in origin and consistent with timeframe. "Kaspar" can be found in the article "Late Period German Masculine Names" by Talan Gwynek, on the Laurel site (http://www.sca.org/heraldry/laurel/names/germmasc.html), documented to 1401-1450 in Plauen. "Morgengras" is found in the article "German Names from 1495: Surnames" by Aryanhwy merch Catmael, on the Medieval Names Archive and also at www.ellipsis.cx/~liana/names/german/surnames1495.html.
Commenters felt that with the sable tincture of the tiger's head, it became difficult to identify this as a tiger verses any other natural feline and may be subject to unidentifiablility. There was discussion regarding the overall shape of feline heads used within heraldry with suggestions that the tiger's head was normally bushier, but this was countered by comments that period heraldry showed significant variation on how feline heads were drawn and that period iconography was normally used to distinguish the cats (i.e. strips for tigers, incensing for panthers, rampant posture for lions, etc) from each other. As there was no clear consensus on this issue, Rampart is forwarding this to the college for further discussion and ruling.
Blazon changed from Azure semy of harps, on a bend argent a natural tiger's head affronty sable, orbed and langued gules to Azure semy of harps, on a bend argent a natural tiger's head affronty palewise sable to indicate the orientation of the head and to remove the unneeded detail of orb and langue.

Commenters indicated that they were unsure of the definition of masculyn. A commenter pointed out that it shows up in Parker which states "a curious figure composed of a single mascle with the ends terminating in fleurs-de-lis, to which the name seems to have been given in one instace of 'a masculyn fleur-de-lisé' (i.q. 'fleury')" Other commenters felt this was a new charge and should be documented as such. As this can be blazoned as Per pale argent and azure, a mascule each corner ending in fleur-de-lys counterchanged it was felt this was not necessarily a "new" charge, simply another term for this configuration.

The January 2005 LoAR ruling stated:
This device conflicts with Alexandre sur la Mer, Azure, a compass rose argent. There is only one CD for changing the field tincture. While research suggests that period compass roses either did not indicate the cardinal directions or used their full Latin names, the addition of the relatively small "S" at the south point of the compass rose gives the overwhelming visual impression to the modern eye of a compass rose with a letter indicating the direction south. Therefore, there is no significant difference between this combination of compass rose and secondary "S" and a plain compass rose.
The resubmission has moved the location of the "S" and has changed to fieldless.
Thus ends my Letter of Intent.
