Unto Marie de Blois, White Stag Principal Herald, and the
College of Heralds of the Kingdom of the Outlands, does
Æðeluulf munuc, Rampart Herald send his greetings. I
write you this day concerting the Letter of Response for April
2009CE.
I would like to thank whole-heartedly the following heralds for
providing commentary: Aryanhwy merch Catmael; Gawain of
Miskbridge, Green Anchor Herald; Rohese de Dinan, Red Hawk
Herald; Francesca di Pavia, Ray de Soleil Pursuivant;
Eíbhlín inghean Fhearghusa; Isabel Benet
Rampart wishes to send a reminder to all of the branch heralds to
please ensure that the proper number of copies are sent to Castle
for each submission; this includes copies of documentation that
are not on Appendix
H. Additionally, all branch heralds are encouraged to ensure
that the summary of documentation is properly completed on the
name forms; administrative returns are common at the Laurel level
for incorrectly-filled out forms, and if Rampart is rushed to get
the letter out the door, he may not have the time to correct this
omission.
The following items were forwarded to Laurel Soverign for final
determination:
- Cadlae Horsey - New Name and Device. Per pale purpure and argent, a key facing sinister counterchanged.
- Carola von Naumburg - New Name and Device. Gules, two griffin heads erased Or, and a tower argent.
- Cilléne mac Conghalaigh - Device Resubmission. Azure, a lymphad argent and in chief a mullet eight points Or.
- Conall Mór MacNachtan - Name and Device Resubmission. Per pale sable and argent three bees counterchanged.
- Conall Mór MacNachtan - New Badge. (Fieldless) A bee per pale argent and sable.
- Conall of Stony Ford - Device Resubmission. Per bend Or and argent, a retort spout to sinister gules and a cat sejant sable

- William Stuart - New Device. Gules, an eagle displayed within a bordure Or semy of crescents sable.
The following items were returned for further work:
- Æðeluulf munuc. New Badge.
Barry wavy argent and azure, a herring gules overall a bar
gemmellied sable.
Commenters indicated that there were an insufficient number of bars on the field to make this a good and clear 'barry-wavy', and that the herring needed to be drawn larger to fill the space. Thus, this is returned for a redraw. - Harukiri Saitama Umewaka. New Name and
Device. Argent, in bend a plum blossom (Japanese mon) and a
fox sejant guardant gules.
Many commenters indicated that this device was not rendered in a heraldic style. The plum blossom and the fox were co-primaries in the blazon, yet were not given equal weight; additionally, the plum blosom was not a recognizable charge as described (it is suggested that all the roundels be drawn the same size and be re-blazoned as "six roundels within an annulet gules"). This stems from the precedent that Japanese mon elements may be used if they are describable in Western terminology (Alfgeirr skytja (Calontir, 06/08) .
The name documentation provided documented the name [Harukiri], so it was attempted to correct this at kingdom. Unfortunately, the documentation supports either [Umewaka no Harukiri] or [Saitama no Harukiri], being respecitvely "Harukiri of the Umewaka family" and "Harukiri of Saitama Prefecture". Removing or rearranging name elements is a major change, and we are forced to return the name as well. Please bear in mind that Wikipedia is not an authoritative source, and other sources such as "Name Construction in Early Japan" by Solveig Throndardottir should be consulted as well. throughout sable, a bordure Or.
Concerns were raised that this approaches the complexity limit with three tinctures and four charges (a total of seven 'items'); this is not cause for return, however. The coitses were considered extremely thin, but thickening them would result in the crosses becoming too thin as a result of running out of space. Additionally, this violates RfS VIII.1.c.ii (layer limit), as cotices are considered to be "on a cross Or a cross gules", a third cross adds the third layer, and the bordure adds a fourth (Gareth of Wyke, West 07/92). A less complex redesign is suggested.
