Unto Hlaford Æðeluulf munc, White Stag Principal Herald, and the College of Heralds of the Kingdom of the Outlands, does THL Khalidah bint Yahya'a, Rampart Herald, send her greetings.
What follows is the Letter of Response for October 2023 CE, ruling on the September 2023 Letter of Presentation (https://oscar.sca.org/index.php?action=100&loi=8364).
I would like to thank all of the heralds who were kind enough to provided commentary.

The following items were RETURNED for further work:

Josias Stylites - New Name & New Device. Per fess embowed to base indented Or and vert, a dragonfly azure
Name returned for lack of dated regional documentation for Josias used in period. The provided documentation is for Joscius, an Archbishop of Tyre, that also appears in a French-language manuscript. SENA Appendix C says that Greek names before 1100 can be combined with Arabic, Italian, or South Slavic names. Device is returned for a rework. This line of division is not registerable: "No evidence was presented and none could be found for embowing a line of division to base. Barring such evidence, this field division cannot be registered." [Cathryn Anne of Newbury, 04/2015, R-Artemisia]. And the line of division is below the fessline and it should be vertically centered on the fessline. As it is now, it's blurring the distinction between a base or a per fess division
