Unto Hlaford Æðeluulf munc, White Stag Principal Herald, and the College of Heralds of the Kingdom of the Outlands, does THL Khalidah bint Yahya'a, Rampart Herald, send her greetings.
What follows is the Letter of Response for September 2023 CE, ruling on the August 2023 Letter of Presentation (https://oscar.sca.org/index.php?action=100&loi=8262) and the August 2023 Pennsic LoP (https://oscar.sca.org/index.php?action=100&loi=8309).
I would like to thank all of the heralds who were kind enough to provided commentary.

The following items were RETURNED for further work:

Reinhard Von Stehlenbaur - New Name & New Device. Per bend sinister gules and vert, a hammer bendwise sinister and a serpent erect argent
Name is returned for multiple issues and needs a rework. The documentation submitted is for the surname [Reinhart], not the name [Reinhard], and surnames cannot be used as bynames in German names. A commentor did share documentation for [Reinhart] as a given name. Von is for locatives (places), not for modern buildings like steelworks are. And no documentation was provided for Stehlenbaur and its construction. A commentor did provide suggestions for the surname that are in the same vein as 'the steel works'. The device is returned for a rework and a form issue. The device must be drawn on the approved escutcheon shape on the device submission form to be submittable. And the snake should be on the field rather than issuant from the edge/flank. Despite the issues with the device, it appeared to be free from conflict in September 2023.
