Unto Hlaford Æðeluulf munc, White Stag Principal Herald, and the College of Heralds of the Kingdom of the Outlands, does THL Khalidah bint Yahya'a, Rampart Herald, send her greetings.
What follows is the Letter of Response for December 2022 CE, ruling on the November 2022 Letter of Presentation (https://oscar.sca.org/index.php?action=100&loi=7864).
I would like to thank all of the heralds who were kind enough to provided commentary.

The following items were RETURNED for further work:

Bele Steinseifer - New Device. Per bend purpure and azure, three bendlets enhanced or and a horse's head couped argent
Returned for a rework per SENA A3D2b: "While charge groups may have different types of charges, charge groups consist of either identical ordinaries or complex charges. Thus, a single charge group may not mix ordinaries with non-ordinaries or mix two types of ordinaries." Commentors did offer suggestions for the rework, please see the November 2022 LoP for more.
Outlands, Kingdom of the Outlands - Badge Resubmission (Kingdom). Azure, a pale checky gules and argent and overall a pidgeon argent bearing an open scroll Or [For Exchequer of the Outlands - SCARS Deputy]
Returned for a rework. Has the same issues the original had - the bird is barely overall and overall charges can't maintain other charges - then a new issue where the bird isn't in a blazonable posture.

Confirmed payment and updated submission forms are required, and missed the cutoff for this (delayed) letter.
