Unto Hlaford Æðeluulf munc, White Stag Principal Herald, and the College of Heralds of the Kingdom of the Outlands, does THL Khalidah bint Yahya'a, Rampart Herald, send her greetings.
What follows is the Letter of Response for April 2022 CE, ruling on the March 2022 Letter of Presentation (https://oscar.sca.org/index.php?action=100&loi=7454).
I would like to thank all of the heralds who were kind enough to provided commentary.

The following items were RETURNED for further work:

Ealusaid inghean Mhaoil Choluim - New Device Change. Per bend purpure and sable, a hummingbird volant wings addorsed Or
Returned for a conflict with Genevieve Marie Etiennette de Montagne (04/1997 via An Tir), (Fieldless) A hummingbird rising wings addorsed Or. Only 1 DC for the field. No difference for rising or volant. Commentors noted that this hummingbird is rising and not volant.

The following items were PENDED by Gold Castle Herald:

Dragoslava - New Device. Quarterly wavy argent and Or, in bend two paintbrushes and in bend sinister two open books sable within a bordure azure semy of escallops argent
Needs a name submission to accompany the device.
Elieth de Salazar and Tariq ibn Yusuf ibn 'Askari al-Ghassani - New Badge. Gules, an elephant passant argent, maintaining in its trunk a fork Or, within a bordure checky argent and purpure
