Unto Hlaford Æðeluulf munc, White Stag Principal Herald, and the College of Heralds of the Kingdom of the Outlands, does THL Khalidah bint Yahya'a, Rampart Herald, send her greetings.
What follows is the Letter of Response for January 2022 CE, ruling on the December 2021 Letter of Presentation (https://oscar.sca.org/index.php?action=100&loi=7252).
I would like to thank all of the heralds who were kind enough to provided commentary.

The following items were RETURNED for further work:

Daciana de la Slatina - New Device. Gules, on a bend sinister Or three spiders palewise sable
Returned for a conflict with Sebastian of Ventbarré (08/2005 via the West): Gules, on a bend sinister Or, three wings fesswise, each terminating in a hand maintaining a sword sable. There is 1 DC for changing the wings to spiders. Unfortunately, there is no additional differnce in the orientation of the tertiary charges as animate and inanimate charges don't have comparable orientation. SENA A5G7 says "Distinctly changing the posture or orientation of half of the charges in any charge group, when the charges are comparable, is one distinct change (DC)."
Daciana de la Slatina - New Badge. (Fieldless) A spider Or
Returned for a conflict with Tomas de Leon (06/2014 via Atenveldt): Quarterly gules and sable, a spider Or. There is 1 DC for the fieldless.
Gilchrist the Black Dog - New Device. Per fess argent and azure, issuant from a fess embattled a demi-wolf sable, in base an acorn slipped and leaved sable fimbriated Or
Returned for a rework. Since the acorn is neither an ordinary nor a simple geometric charge, and is also not part of the primary charge group, it is not allowed to be fimbriated per SENA A3C: "Voiding and fimbriation may only be used with ordinaries or simple geometric charges when they are part of a primary charge group. Peripheral ordinaries may not be voided or fimbriated, nor may other secondary, tertiary, or overall charges."
Hildegard von Volkenshagen - New Device. Lozengy gules and vert, a pine tree between three apples Or
Returned for a rework. Per SENA A3B3D, fields divided into more than four parts must have good contrast between their sections. The field here doesn't have the required contrast.
Jehan Mór - New Device. Vert, a sea-lion erect argent and a gore sinister sable
Returned for a rework. A gore is a charge, not a field division. It therefore must have good contrast with the field. The gore here does not. The sea-lion is not indentifiable as a sea-lion - http://mistholme.com/dictionary/sea-lion/. It appears to be some kind of sea-boar, sea-monkey, or sea-ape. The sea creature also needs to be larger to fill the field.
Jehan Mór - New Badge. (Fieldless) A sea-lion contourny argent
Returned for a conflict - if the intended charge is supposed to be a sea-lion - with Stephen de Huyn (10/1981 via the West): Per fess engrailed azure and sable, a sea-lion erect guardant to sinister argent. There is 1 DC for the fieldless. The sea-lion is not indentifiable as a sea-lion - http://mistholme.com/dictionary/sea-lion/. It appears to be some kind of sea-boar, sea-monkey, or sea-ape. The sea creature also needs to be larger to fill the space.
