Unto Baron Timothy O'Brien, White Stag Principal Herald, and the College of Heralds of the Kingdom of the Outlands, does THL Khalidah bint Yahya'a, Rampart Herald, send her greetings.
What follows is the Letter of Response for October 2020 CE, ruling on the September 2020 Letter of Presentation (http://oscar.sca.org/index.php?action=100&loi=6685). The September 2020 LoP contains all complete submissions received by Gold Castle Herald between August 2 and October 7.
I would like to thank all of the heralds who were kind enough to provided commentary.

The following items were RETURNED for further work:

Aurelia Salutia - New Device. Per bend engrailed sable and gules a polypus argent
Returned for a conflict with the badge of Geoffrey d'Ayr of Montalban (reg. March 1978 and reblazoned March 2012 via the East): Azure, a polypus argent. There's a single DC for the field.
Katherina von Lehmann - New Augmentation of Arms. Checky sable and argent, a horse couchant to sinister Or and for augmentation in canton, conjoined in pale a pearled coronet azure and a harp Or
Returned for a rework as the azure coronet lacks enough contrast versus the field to be noticable. Please include information of right to use the coronet and the right to an augmentation of arms with the resubmission.
Kilan Kali - New Device. Sable, in fess a carp haurient and a carp urinant Or, on a base argent a lotus blossom in profile purpure
Returned for rework due to the Unity of Orientation and Posture rule (SENA A3D2c) - "A charge group in which postures for different charges must be blazoned individually will not be allowed without period examples of that combination of postures." The fish must be described with different posture terms which put them in violation of the rule.
Liepa Jonaite - New Household Name. La officina de la viuda de Juan Osorio
Originally appeared on the June 2020 LoP (http://oscar.sca.org/index.php?action=100&loi=6532) and was pended to get documentation of right to use [Juan Osorio], part of a registered name. Numerous attempts were made to contact the submitter but they were unsuccessful so Kingdom has no choice but to return the submission.
Sorcha MacGillavrey - New Name.
Name form and name documentation are incomplete.

The following items were PENDED by Gold Castle Herald:

Euphrasia Raptissa Moreas - New Name & New Device.
Submitting herald needs to submit complete payment record.
Ryuu'zou'ji Tatsuaki - New Name & New Device.
Needs to provide copies of sources not on the no photocopy list.
