Unto Baron Timothy O'Brien, White Stag Principal Herald, and the College of Heralds of the Kingdom of the Outlands, does THL Khalidah bint Yahya'a, Rampart Herald, send her greetings.
What follows is the Letter of Response for April 2020 CE, ruling on the March 2020 Letter of Presentation (http://oscar.sca.org/index.php?action=100&loi=6370).
I would like to thank all of the heralds who were kind enough to provided commentary.

The following items were RETURNED for further work:

Özurr Vinterson - New Name & New Device. Per chevron invected purpure and Or, two estoiles Or and a serpent in annulo vorant its own tail gules
Name returned for lack of proper dated documentation for the given name and issues with the byname. The time period documented for the byname has similar documented given names but they all start with the letter A by that time period rather than the letter O. The byname is missing examples of 15-16th century Swedish people with patronymics derived from bynames as Vinter is a byname and not a given name. Please see the KLoI/LoP commentary for additional details and documentation. The device is returned for lack of name to go with it.
Sophia Laszlo - Device Resubmission (Kingdom). Checky vert and pean
Returned for a rework as fields divided into more than 4 parts must have good contrast between their parts. Vert and pean do not have good contrast.
Zahirah Kafyre bint Ali - New Name & New Device. Sable, a chevron ployé purpure fimbriated between a crescent pendant argent and a flame proper
Name returned for lack of proper period documentation for 'Zahirah' and 'Kafyre' as well as documentation for the use of 'Kafyre' in the name structure as it does not fit with the known Arabic/Islamic name structures. The closest name to 'Kafyre' is 'Kafir' which is considered offensive - In Islamic, esp. Arabic-speaking, contexts: a non-Muslim. There are other reasons it is considered offensive listed in the commentary. Because of the offensive component, the name runs afoul of several parts of SENA PN.5. (http://heraldry.sca.org/sena.html#NPN5. Device returned for lack of name to go with it and for a redraw as the flame is not a properly drawn period flame. Please see Mistholme for a proper depiction - mistholme.com/?s=flame. Please draw the flame and the crescent larger to fill the space upon resubmission.
