Unto Baron Timothy O'Brien, White Stag Principal Herald, and the College of Heralds of the Kingdom of the Outlands, does THL Khalidah bint Yahya'a, Rampart Herald, send her greetings.
What follows is the Letter of Response for February 2020 CE, ruling on the January 2020 Letter of Presentation (http://oscar.sca.org/index.php?action=100&loi=6254).
I would like to thank all of the heralds who were kind enough to provided commentary.

The following items were RETURNED for further work:

Edmund Peregrine - Device Resubmission (Laurel). Gules, a chevron between three roundels Or
Returned for a conflict with Gaufridus Baldewin Gilbertson (12/84 via Ansteorra): Gules, a chevron between two chess-rooks and a caltrap Or. There is 1 DC for the change of charges.
Euphemia de Argyll - New Name & New Device & New Badge.
Returned by Gold Castle for an insufficient name summary - need to provide a text copy. Name summary needs to be improved. Submit JPG copies of sources not on the no-photocopy list. You don't need to document name elements that aren't used. Attempts to contact the submitter were unsuccessful.
Rou du Caen - New Device. Purpure, three crescents conjoined in pall inverted horns outward Or, a bordure counter-ermine
Withdrawn by submitter for a rework.
Sophia Laszlo - New Device. Checky purpure and argent, a border checky purpure and argent
Returned for a rework because the emblazon is not reproducable as there is no way to blazon the scale of the checky to give the two styles of checky on the emblazon. It was suggested by commentors to drop the bordure or to use a solid color of bordure.
