Unto Baron Timothy O'Brien, White Stag Principal Herald, and the College of Heralds of the Kingdom of the Outlands, does THL Khalidah bint Yahya'a, Rampart Herald, send her greetings.
What follows is the Letter of Response for September 2019 CE, ruling on the August 2019 Letter of Presentation (http://oscar.sca.org/index.php?action=100&loi=6001).
I would like to thank all of the heralds who were kind enough to provided commentary.

The following items were RETURNED for further work:

Beatrix Dubblerose - New Device. Per saltire azure and argent, two roses argent and two rabbits sejant erect azure, a bordure argent
Return for rework. There is a lack of proper contrast between the per saltire and the bordure per SENA A3B4b which says: "Thus, the field and charges on it may share a tincture only if (1) the charges appear only on a section of the field with a different tincture or (2) only one of the two is multiply divided and the charge(s) is an ordinary or simple geometric shape arranged in a way that both the type of field division and charge are clearly identifiable." There is also issue with the color - Is it azure or purpure? For resubmission, please use Crayola Classic Markers (or their digital equivalent).
Nicolae cel Rares - New Device. Per chevron sable and argent, a bear rampant contourny gules
Returned for conflict with Elfarch Myddfai(04/1989 via the West): Or, a bear legged of an eagle's legs rampant to sinister gules. The is one DC for the field, none for the eagle's legs. There was conversation if the bear was rampant and it is: "The alphyn's front legs are separated; the back legs are separated but both are planted. This is an acceptable variant of rampant. In fact, Siebmacher's 1605 Wappenbuch shows pretty much all its rampant animals with both feet on the same level or with the 'away' foot only very slightly raised." [Kaios Alexandrou. August 2005 via Calontir] and "Upon resubmission, the submitter is encouraged to find a more period depiction of a bear in a recognizable posture, and to ensure that the hind legs are either drawn side-by-side (salient/statant erect/sejant erect) or with the dexter paw shifted forward (rampant)." [Ragnbjǫrn inn digri. June 2018 via Lochac]
