Unto Baron Timothy O'Brien, White Stag Principal Herald, and the College of Heralds of the Kingdom of the Outlands, does THL Khalidah bint Yahya'a, Rampart Herald, send her greetings.
What follows is the Letter of Response for December 2018 CE, ruling on the November 2018 Letter of Presentation (http://oscar.sca.org/index.php?action=100&loi=5570).
I would like to thank all of the heralds who were kind enough to provided commentary.

The following items were RETURNED for further work:

Julia Alexandria - New Badge. Quarterly sable and gules, four phoenixes Or
Returned for lack of device (or incorrect form for submission if this is intended to be a device). The first piece of a person's registered armory is a device so a submitter must have a device registered (or in the process toward registration) before a badge. Julia's device, Per pale urdy Or fretty sable and sable, a phoenix Or, was returned on the August 2018 LoP (http://rampart.outlandsheralds.org/2018-07-lop/1808-lor.html) and has yet to be resubmitted. If the submitter wishes for this to be a device instead, it needs to be submitted on the device form. Commentors also note that the phoenixes should be drawn much larger to fill their spaces on the field as they are barely large enough to be identified. Yosef ben Yehudah - Device Resubmission (Kingdom). Sable, on a mullet of six points an owl displayed azure
Returned for a rework. The owl continues to be more in the striking affronty posture rather than the displayed posture. A properly done owl displayed can found at http://heraldicart.org/owl/ and https://oscar.sca.org/showimage.php?I=2942/2018-12-19/21-09-34_owl-displayed-1.png. Commentors and Kingdom suggest elogating the body so the wings can be lowered and the legs outstretched in the proper 'displayed' posture within the constraints of the mullet. Angelica Sabine - New Device. Gules, a plum slipped and leaved Or, in chief argent, a length of broken chain sable, a base wavy argent
Device pended to get new art as the base is too large, the chief and chain are far too small, and the plum looks like a heraldic apple rather than a plum.
Angelica Sabine - New Household Name & New Badge. House Sabine & Gules, a dragonfly Or, in chief argent a length of broken chain sable, a base wavy argent
Household Name pended to get approval to make a change to House of Sabine which is the proper structure for the name but submitter allows no changes. Badge pended to get new art as the base is too large, the chief and chain are far too small.
Bernardo dei Medici - New Badge. Gyronny arrondi of twelve argent and sable, a wagon, its front wheel broken, Or
Pended to get new art as the wagon is too small and the broken wheel isn't identifiable as broken - the break should be more obvious and, perhaps, affecting more than a single spoke.
Johan von Horne - New Device. Per pale, azure and sable, a musimon argent between three estoiles pierced Or
Pended to get a line drawing as having part of the field mostly colored in with sable does not qualify the submitted form as a line drawing.
