Unto Baron Timothy O'Brien, White Stag Principal Herald, and the College of Heralds of the Kingdom of the Outlands, does THL Khalidah bint Yahya'a, Rampart Herald, send her greetings.
What follows is the Letter of Response for November 2018 CE, ruling on the October 2018 Letter of Presentation (http://oscar.sca.org/index.php?action=100&loi=5537).
I would like to thank all of the heralds who were kind enough to provided commentary.

The following items were RETURNED for further work:

Florie Edde of Braemar - New Device. Argent, a rose gules barbed sable, a ford proper
Returned for a conflict with Judith the Rose [10/1998 via Atenveldt]: Argent, a rose gules slipped and leaved proper. Per the October 2016 LoAR (http://heraldry.sca.org/loar/2016/10/16-10cl.html#4): "Often enough we see submission with flowers of X petals blazoned as X-foils. It is not clear where this originated from, but foils are heraldic depictions of clovers and their leaves have a fairly defined shape (with some minor variations). Using the blazon of an X-foil to describe the emblazon of a flower with X petals, where the petals are typically round and attached to the center at a single point or in such other manner that there's obvious "seeding", does not necessarily ensure the reproducibility of the submitted charge from that blazon. SENA A.1.B states that We register the emblazon, rather than the blazon. Any discrepancies between the image and the description will be resolved by changing the description to match the image. To allow for reproducibility of what the submitter has submitted, we have been and will continue reblazoning X-foils that do not look like actual X-foils as the closest known period flower of X petals, or returning for redraw if no accurate blazon can be found." Based on this, the submitted design should be blazoned as a rose which results in the conflict as there is only 1 DC for the addition of the ford. Volgrin Zsoldos - New Name & New Device. Paly sable and argent, a werewolf rampant vert
Name returned for mixing French and Hungarian/Romanian which are not a permittable language mix per SENA Appendix C (http://heraldry.sca.org/sena.html#AppendixC). Please see the commentary on OSCAR for similar name suggestions that are regionally-compatiable. The device is returned for lack of name to go up with it and for a conflict with Brian mac Domhnaill of Coldwood (04/2012 via the East): Argent ermined, a wolf rampant vert. At this time, there is a no ruling for a differences between wolves and werewolves per the 10/2011 LoAR [Jeanne Marie Lacroix] (http://heraldry.sca.org/loar/2011/10/11-10lar.html): "We decline to rule at this time on whether or not there is significant difference between a wolf and a werewolf" so there is only 1 DC for the field.
