Unto Baron Timothy O'Brien, White Stag Principal Herald, and the College of Heralds of the Kingdom of the Outlands, does THL Khalidah bint Yahya'a, Rampart Herald, send her greetings.
What follows is the Letter of Response for October 2018 CE, ruling on the September 2018 Letter of Presentation (http://oscar.sca.org/index.php?action=100&loi=5425).
I would like to thank all of the heralds who were kind enough to provided commentary.

The following items were RETURNED for further work:

Anneka Mikaelsdóttir of Höglund - New Name & New Device. Per chevron vert and purpure, a chevron and in base a swan naiant argent

Arndís Knýtir - New Device. Azure, a ram and a ewe combatant argent snd a drop spindle Or
Returned for a redraw. The use of the ram and the ewe runs afoul of the sword and dagger rule. The drop spindle is also problematic. It is almost large enough to be co-primary which could potentially run into "slot machine" design issue - 3 different primaries on the same field - and it is too large to be a secondary charge 'in base'. Brynhildr Jarekkona - New Name & New Device. Or, two chevronels azure, in chief two wolves passant respectant reguardant sable
Name returned for mixing two different languages - Russian and Scandinavian - into one name element, Jarekkona, without proper documentation per http://heraldry.sca.org/sena.html#PN1B1. Commentors did offer a suggestion of something similiar, please see the OSCAR commentary for more details. The device is returned for a redraw. The wolves need to be larger to fill the alloted space. Falnor Lakemeirr - New Name & New Device. Gules, on a pale argent between two swords inverted argent, guards and pommels Or, hilts argent, a horse's head caboshed sable
Name returned for documentation issues. The name consists of two constructed name elements but there is a lack of documentation to support the elements used for the construction. Please see the commentary on OSCAR for more information. Unfortunately, the submitter's name desires are extremely vague - 'Scandinavian' isn't helpful - so the authenticity request would have been difficult to honor at the Laurel level. The device is returned for lack of name to go with it. It should be noted that 'swords proper' have an Or hilt whereas the ones submitted are 'hilted argent' with Or elements. Griffith Atte Dyrnedyngle - Device Resubmission (Kingdom). Per bend sinister Or and argent, on a bend sinister between two axes bendwise reversed and bendwise inverted reversed sable a compass star Or
Returned for a redraw. Once again, the axes are two different blazonable positions resulting in an Unity of Posture issue. This was the same reason for returns in May 2017 and August 2016. Hrorek Wolfson - Device Resubmission (Laurel). Gules, a Bengal tiger's face argent jessant of a trident Or
Returned for a rework. The device contains two steps-from-period-practice elements. The allowed number of SFPP is 1. The first is the use of a natural tiger. The second is 'jessant of something other than a fleur-de-lys'. The second typically applies to leopard and lion heads giving potential for a third SFPP as this is neither a leopard or lion. Jarek af Wolin - New Name Change & New Device Change. Sable, two chevronels abased gules fimbriated and in chief two wolf's heads erased addorsed argent
Name returned lack of documentation for af and for mixing two different languages - Swedish and Polish - into one name element, af Wolin, without proper documentation per http://heraldry.sca.org/sena.html#PN1B1. The Swedish-Polish surname is also problematic as North Slavic cannot be combined with Scandinavian per http://heraldry.sca.org/sena.html#AppendixC. Please see the commentary in OSCAR for additional details and suggestions. The device is returned for lack of name to send up with it. Making the wolves' heads a bit larger to fill their section of the field is also suggested. The device was submitted as a new device but it is a DEVICE CHANGE and the submitter needs to mark the appropriate boxes on the form to specify what they want done with their currently registered device. Kata Utamr Geirr - New Device. Argent, on a pile vert between two ravens striking respectant gules a carpenter's axe argent hafted of wood proper

Maharai Mahdi Zoya Per Wadjet - Name & Device.

Maria Zuzori - Device Resubmission (Kingdom). Purpure, on a bend sable between a pair of bat's wings a lotus in profile argent
Originally submitted under the name, Marija Zuzorik, but the submitter's registered name is Maria Zuzori (http://heraldry.sca.org/loar/2017/09/17-09lar.html#340). Returned for color on color. Pended to correct an administrative issue. The device is required to be in Crayola Classic Markers, or the computer-generated equivalent, and the submission is in colored pencil. Ideally, the device should also have a slightly larger chief.
Henning Bierschwale - New Device. Argent, in fess a garb of barley and a hop cone vert, a base wavy azure
Pended for a minor redraw. The wavy is drawn incorrectly and looks a bit like a mix of indented and wavy. The waves should be consistent and more rounded on the peaks and valleys.
Kata Utamr Geirr - New Name.
Pended to see if the submitter will allow a minor change to Utamr.
Natas'ia iz Ozerov - New Name.
Pended to see if the submitter will allow minor modification to their name as Russian names do require a gender in construction.
