Unto Baron Timothy O'Brien, White Stag Principal Herald, and the College of Heralds of the Kingdom of the Outlands, does THL Khalidah bint Yahya'a, Rampart Herald, send her greetings.
What follows is the Letter of Response for September 2018 CE, ruling on the August 2018 Letter of Presentation (http://oscar.sca.org/index.php?action=100&loi=5341).
I would like to thank all of the heralds who were kind enough to provided commentary.

Yosef ben Judah - New Device. Sable, on a mullet of six points an owl displayed azure
