Unto Baron Timothy O'Brien, White Stag Principal Herald, and the College of Heralds of the Kingdom of the Outlands, does THL Khalidah bint Yahya'a, Rampart Herald, send her greetings.
What follows is the Letter of Response for July 2018 CE, ruling on the June 2018 Letter of Presentation (http://oscar.sca.org/index.php?action=100&loi=5239).
I would like to thank all of the heralds who were kind enough to provided commentary.

The following items were RETURNED for further work:

Drozd Bykov - New Device. Per pall inverted vert, purpure and argent, two pairs of scythes in saltire Or and a bull's skull sable, on a chief argent three cups gules

Killian von Ramstein - New Name & New Device. Sable, a cross plain cotised engrailed Or
Originally submitted on the March 2018 LoP (https://oscar.sca.org/index.php?action=100&loi=5117) and first pended on the April 2018 LoR (http://rampart.outlandsheralds.org/2018-03-lop/1804-lor.html). Attempts to contact the submitter to correct the minor issues with the device and to verify the change of the spelling to his name have been unsuccessful. While the change of the name from 'Killian' to 'Kilian' seems potentially insignificant, Kingdom believes the change in sound to the name is significant enough to warrant the submitter's approval. For the device, the original blazon had it as a cross engrailed fimbriated but charges cannot be fimbriated with the same color as the field. However, with a minor change to the nature of the engrailing, the device could be registerable. Please see the comments on the March LoP for the lengthy discussion (with pictures!) on the nature of cotised engrailed.
