Unto Baron Timothy O'Brien, White Stag Principal Herald, and the College of Heralds of the Kingdom of the Outlands, does THL Khalidah bint Yahya'a, Rampart Herald, send her greetings.
What follows is the Letter of Response for May 2018 CE, ruling on the April 2018 Letter of Presentation (http://oscar.sca.org/index.php?action=100&loi=5164).
I would like to thank all of the heralds who were kind enough to provided commentary.

The following items were RETURNED for further work:

Aarquelle, Barony of - Badge Resubmission. Barry wavy azure and argent, a mace within a bordure Or

Fontaine dans Sable, Barony of - New Badge. Argent, three and three droplets azure and gules within an orle of fleur de lis bases outward, Or

Hróðgeirr Svart hjarta - Name Resubmission & Device Resubmission. Per saltire azure and vert, on a saltire between four sets of three drinking horns fretted in triangle argent a heart sable
The name is returned for lack of proper documentation and structural issues - the submitter states the meaning 'black heart' is most important but the name elements do not support this. Please refer to the internal commentary (https://oscar.sca.org/index.php?action=100&loi=5164 for documentation and name element assistance that was provided by the Herald behind the originally provided (but improperly applied) documentation. The device is return for lack of name to send up with it and for identifiability issues. The "horns" fretted in triangle do not look anything like horns - there is no spacing between the tops and bases nor is there any sort of detailing that commonly appears with this style of charge/group of charges. The lack of detailing makes the group of charges look more like knots. Originally submitted as 'Per saltire purpure and vert', the coloration is 'Per saltire azure and vert' - please use Crayola Classic Markers to avoid color confusion if purpure is truly desired. Commentors did note that groups of 4 or more charges that are not in standard period arrangements have been returned in the past. While Kingdom finds this information vague, it could be potentially applied to the 4 groups of 3 charges here as the charges are not in a standard arrangement within their group though each group is in a standard arrangement. Lisette de Troyes - New Device. Per chevron inverted rayonny Or and vert, an unicornate eagle-taloned lion-tailed pegasus segreant gules and three fleurs-de-lys Or
Returned for a redraw. The winged unicorn is not a identifiable as a winged unicorn or a pegasus. Commentors weren't sure what it was supposed to be as it is appears to be a pegasus with eagle talons, a unicorn horn, and a lion's tale. Please use a heraldically designed pegasus or winged unicorn for submission. All the charges should be larger for proper identifiability. Commentors suggest reducing the amplitude of the rayonny to allow for more room for the charges. Emblazon: https://oscar.sca.org/emblazons/Outlands/2018-05/lisette-c.jpg
Odin Hrafn Grái - New Name.
Returned for presumption. Even though Odin is the submitter's legal name, the legal name allowance prohibits the use of names implying rank, title, and claims of power per SENA PN.4 (specifically PN.4.C) (https://heraldry.sca.org/sena.html#PN4C). Odin in combination with name elements meaning 'Raven' 'Gray' give the distinct impression of presumption as both name elements, especially ravens, are often associated with the Norse God Odin. Grái has additional meanings which can also be attributed to the nature of the Norse God Odin. Commentors also noted that the combination of color+animal as part of a Scandinavian name is something only seen among female prostitutes in period. No instances of animal+color have been discovered so far.
