Unto Angus Reid MacFarlane, White Stag Principal Herald, and the College of Heralds of the Kingdom of the Outlands, does Khalidah bint Yahya'a, Rampart Herald, send her greetings.
What follows is the Letter of Response for March 2018 CE, ruling on the February 2018 Letter of Presentation (http://oscar.sca.org/index.php?action=100&loi=5064).
I would like to thank all of the heralds who were kind enough to provided commentary.

The following items were RETURNED for further work:

Áskatla Ragnarsdóttir - New Device. Purpure, a domestic cat dormant guardant argent

Auria of St. Golias - New Badge. (Fieldless) A spouted pot gules
Return for conflict with Morgan Cain (08/1999 via Ansteorra): Per pale argent and azure, a pitcher gules. There is only one DC for field versus fieldlessness as there is no difference between pots and pitchers - http://heraldry.sca.org/loar/2017/05/17-05lar.html#147, "Zoya the Orphan: 'We don't grant difference between pitchers, ewers, laverpots, and other spouted, handled vessels'". Dagrun Ljufudottir - Device Resubmission. Gyronny arrondi sable and gules a dragon sejant affronty head to dexter and wings displayed Or
Returned for a rework. The gyronny arrondi cannot be two colors as it is a complex line of division unless an IAP can be provided for it. Having a center charge over gyronny arrondi is a step from period practice. A dragon sejant affronty with wings displayed is a step from period practice. Only one SFPP is permitted. Elieth de Salazar - New Badge. Per bend sinister Or and vert, a bend sinister argent between three musical notes in bend sinister sable and a stag's head cabossed argent attired Or
Returned for a rework. Because the music notes follow the bend rather than in the default posture of two and one, there is a unity of posture issue. The bend needs to be larger. Also returned over administrative concerns as it is to be associated with The Stag Choir leading to question if this should be a Kingdom item versus a personal item, and the association issue of The Stag Choir not being a registered name. Gilbert le Verrat - New Device. Sable, a saltire gules fimbriated and engouled of four boars' heads argent

Gormr Ragnvaldsson - Device Resubmission. Per bend embattled gules and Or, a wolf's head couped Or

Returned by Castle Herald due to the need to submit text copy of the documentation notes and attempts to get the text copy were unsuccessful
Lorccán Ruad - New Name & New Device. Argent, a wolf sejant ululant gules and on a chief azure two crescents argent
Name is returned for a conflict with Lorcán Ruadh (08/2015 via Lohac). The names are identical in their pronunciation. Commentors advise adding an additional name element to clear the conflict. Lucrezia de Carducci - Device Resubmission (Kingdom). Azure, a unicornate chamfron and a bordure embattled argent
Returned for conflict with Caid, Kingdom of (07/09 via Caid): Azure, a chamfron and a bordure embattled argent. There was immense debate over whether or not the unicorn-esque horn would count for a difference so there is a no to one difference with Caid's badge. Phaidra Thebaia - New Device. Argent, three hummingbirds rising to sinister, two and one, vert throated gules and a sinister gore purpure estencelly argent
Returned due to multiple issues. Charged gores are no longer permitted: http://heraldry.sca.org/loar/1996/07/lar.html s.n. Julianna of Dunbar, "We no longer permit charged gores".
