Unto Angus Reid MacFarlane, White Stag Principal Herald, and the College of Heralds of the Kingdom of the Outlands, does Khalidah bint Yahya'a, Rampart Herald, send her greetings.
What follows is the Letter of Response for October 2017 CE, ruling on the September 2017 Letter of Presentation (http://oscar.sca.org/index.php?action=100&loi=4826).
I would like to thank all of the heralds who were kind enough to provided commentary.

The following items were RETURNED for further work:

Arundel la Archier de Baius - New Name & New Device. Per bend rayonny Or and gules, a sheaf of arrows inverted sable
The name is returned for rework. The submitter requests an authentic name for 12th Century French-Norman but has submitted a late 16th Century English byname which perplexed commentors especially with the No Changes request. It is immensely difficult to give authenticity when no changes are allowed and the submitter's wishes are confusing. The other name elements are improperly constructed. For example, the proper feminine construction of 'la archier' is 'l'archiere'. The commentors provided suggestions and supporting suggestion documentation for all the name elements in the internal commentary. The device is returned for administrative issues and lack of name to go up with it. The color emblazon doesn't fill out the emblazon shape on the form, and is colored in with non-standard colors. Joseph Grimm - New Device. Per pall argent, vert and purpure, a jester's cap argent and in chief a fracted sword fesswise reversed sable

Lorraine Wëber - New Name & New Device. Or, a wooden wheel proper and in base two domestic cats combatant gules
The name is returned for rework. The ë is not common in German and the name is impoperly constructed for the feminine. A commentor provided the proper construction, Weberin, with documentation. Unfortunately, Kingdom was unable to get approval for a change to the surname in time for this letter. The device is returned for a redraw and lack of name to send up with it. The housecats are not properly identifiable as housecats. They look more like canines and should be slightly larger on the field. Lucrezia de Carducci - Device Resubmission (Kingdom). Azure, two swords in saltire and in base a unicorn statant argent
Returned for a redraw as the unicorn, especially its horn, is not identifiable. Commentors suggest drawing a much less delicate horn so it can be identified. Emblazon: http://oscar.sca.org/emblazons/Outlands/2017-10/lucrezia-c.jpg
