Unto Angus Reid MacFarlane, White Stag Principal Herald, and the College of Heralds of the Kingdom of the Outlands, does Khalidah bint Yahya'a, Rampart Herald, send her greetings.
What follows is the Letter of Response for July 2017 CE, ruling on the June 2017 Letter of Presentation (http://oscar.sca.org/index.php?action=100&loi=4630).
I would like to thank all of the heralds who were kind enough to provided commentary.

The following items were RETURNED for further work:

Kete Chimeegüi - New Device. Azure, in fess a mullet of eight points and a Mongol sun Or, on a base indented argent a crescent azure
Returned for a redraw as the 'Mongol sun' requires documentation of use in period to be registered. A commentor did note the 'Mongol sun' symbol should just be a roundel without the flame. The seperation of the flame and the roundel into individual charges on the same field with the mullet would result in 'slot machine' heraldry which is not registerable.
