What follows is the Letter of Response for June 2017 CE, ruling on the May 2017 Letter of Presentation (http://oscar.sca.org/index.php?action=100&loi=4564).
I would like to thank all of the heralds who were kind enough to provided commentary.

The following items were RETURNED for further work:

Aarquelle, Barony of - New Badge. (Fieldless) On a heart Or a brown bear statant proper
Returned for a redraw as the "bear" needs to be centered and fully contained on the heart. The "bear" also has identifiabilty issues as it does not look anything like a bear. Aarquelle, Barony of - New Badge. Argent, two wolves combattant azure, a mountain of three peaks vert
Returned for a redraw as the wolves are not consistent in their placement on the field - either both need to be touching the peaks or neither should touch the peaks. The wolves should be more heraldically lupine-like as several commentors noted they possess all the identifying features of heraldic tygers - horn on the snout, the style of tail. Aarquelle, Barony of - New Badge. Azure, three bars wavy argent, a mace Or
Returned for a redraw as it was submitted with 'Barry azure and argent' but the barry field isn't a properly drawn barry - the azure and argent bands aren't distributed properly across the field. One of the other badges submitted by the Barony does have a properly drawn barry (https://oscar.sca.org/emblazons/Outlands/2017-06/aarquelle-anvil-c.jpg) so commentors recommend using that badge's barry for the redraw and consistency. Bernharðr Björnsson - New Name.
Returned due to an incorrectly structured patronymic. The submitter's documentation supports the correct construction of Bjarnarson. A commentor also provided documentation in internal commentary/LoP for the possibility of Biørnsson.
Cecily de Heselington - New Badge. Argent, a fess wavy gules between a dexter hand fesswise and a sinister hand fesswise reversed azure

Dmitri Ivanovich Gubina - Name & Device.

Ethan Drachenmacher - New Name & New Device. Argent, a demi-dragon gules issuant from a mount sable
The name is returned for lack of proper documentation. The inclusion of a notation about another registered name with the desired surname is not documentation especially since it does not include the materials referenced which are needed. The documentation summary stated the notation was from the February 2008 LoAR - it is not nor is the notation found on the February 2005 LoAR when the surname was previously registered. It should be noted that the previous passage of a name/name element does not guarantee the passage of the same in the future. The submission came with other surname 'options', however, commentary and consideration are not given on the options so they are not considered viable. These options imply the submission was submitted in an incomplete state so the name is also being returned for being incomplete. Submitter is advised in the future to submit any documentation on letter sized 300 DPI jpeg scans instead of 1/4 page and 1/2 page sizes as those sizes are problematic for archival purposes. Guinevere inghean Ui háinle - New Name & New Device. Or, a castle sable, a bordure sable bezanty

Kata Broddisdottir - New Name & New Device. Per chevron azure and sable, two butterflies and a skull argent
The name is returned for improper construction and the submitter's desire to have no major changes. The proper construction of the patronymic is Broddadóttir or Broddadottir if the submitter desires to continue not using the accents. Submitter is advised in the future to submit any documentation on letter sized 300 DPI jpeg scans instead of 1/4 page sizes as those sizes are problematic for archival purposes. Marija Zuzorić - New Device. Per bend sinister purpure and argent, on a bend sinister azure between a lotus flower in profile argent and a sinister butterfly wing azure an ivy vine argent
Returned for a redraw. Multiple issues were cited by commentors - the bend isn't wide enough, the ivy vine isn't identifiable as ivy nor as a vine in general, contrast issues between the purpure half of the field and the azure bend, if a buttefly's wing is registerable charge, and what is the blazonable position of the butterfly wing.
