Unto Angus Reid MacFarlane, White Stag Principal Herald, and the College of Heralds of the Kingdom of the Outlands, does Khalidah bint Yahya'a, Rampart Herald, send her greetings.
What follows is the Letter of Response for January 2017 CE, ruling on the December 2016 Letter of Presentation (http://oscar.sca.org/index.php?action=100&loi=4267).
I would like to thank all of the heralds who were kind enough to provided commentary.

The following items were RETURNED for further work:

Basseva bat Salamon - Household Name Resubmission. House Hamsa
Returned for a rework as the household name does not follow proper household name structure. A few commentors did provided suggestions in the ILOI's comments for the submission.
Bohémond le Sinistre - Device.
Administratively returned by Castle Herald as the emblazons were missing from the submission packet, and attempts to get the emblazons from Pennsic and/or the submitter were unsuccessful.
Donovan the Drummer - New Name & New Device. Per pale gules and sable, on a chief rayonny argent three decrescents sable
Originally appeared on the September 2016 LoP (http://oscar.sca.org/index.php?action=100&loi=4132) but was pended due to name documentation missing from Pennsic packet, device for lack of name to send up with it. Kingdom's attempts to get the missing documentation from Pennsic and/or the submitter were unsuccessful.
Gormr Ragnvaldsson - Device Resubmission. Per bend dovetailed gules and Or, a bearded axe bendwise and a wolf's head couped counterchanged
Returned for violation of SENA A.3.D2c (http://heraldry.sca.org/sena.html#A3D2c as the two charges have different blazonable postures. Emblazon: http://oscar.sca.org/emblazons/Outlands/2016-12/gormr-c.jpg
