Unto Angus Reid MacFarlane, White Stag Principal Herald, and the College of Heralds of the Kingdom of the Outlands, does Khalidah bint Yahya'a, Rampart Herald, send her greetings.
What follows is the Letter of Response for December 2016 CE, ruling on the November 2016 Letter of Presentation (http://oscar.sca.org/index.php?action=100&loi=4240).
I would like to thank all of the heralds who were kind enough to provided commentary.

The following items were RETURNED for further work:

Ailbhe inghean Uí Rhys - New Name & New Device. Argent, a four-leafed clover slipped vert between three butterflies purpure marked sable
The name is returned for being in violation of SENA PN.1.B1 (a href="http://heraldry.sca.org/sena.html#PN1B1">http://heraldry.sca.org/sena.html#PN1B1) by mixing a Welsh given name with Gaelic elements without precedent. The ILoI commentary for this submission does list some lovely alternative choices utilizing the primary elemets of this name. The device is return for lack of name to send up with it. Commentors noted that the center charge is a four-leafed clover, not a quatrefoil as the submitted blazon attested. If the submitter truly desires a quatrefoil, please look at proper depictions of one - a depiction is posted in the ILoI commentary of this submission. Ansteys Darcy - New Badge. (Fieldless) a rose argent barbed of ermine spots and overall the letter "A" gules
Returned for a redraw and for being in violation of SENA A.1.C. (http://heraldry.sca.org/sena.html#PN1B2) as there is very little possibility of reproducing the style of the "A" from the blazon. Emerich Magnusson - New Device. Per saltire arrondi vert and azure, three talbots courant contourny in annulo argent
Return for a conflict with Cuán MacDaige [7/96 via Atlantia], Checky azure and Or, three mastiffs courant in annulo argent each gorged of a coronet gules. There is 1 DC for the change of the field but no differences given for the tertiary charge of the coronet or the type of canine. Karin of Golden Oak - New Name.
Returned for lack of documentation for 'of Golden Oak'. While 'of Golden Oak' could potentially fall within the Lingua Anglica Allowance (http://heraldry.sca.org/sena.html#PN1B2c), documenation needs to be provided to show that it is a plausably constructed byname. Commentors on the ILoI for the submission did provide some name alternatives and documentation to help the submitter get a name of similar theme that is plausable and documented.
Ottarr Hallbjornsonn - New Name & New Device. Azure, an otter rampant guardant contourny argent maintaining an axe, blade to sinister, a chief embattled Or
The name is returned for construction issues with Hallbjornsonn. The correct construction appears to be Hallbjarnarson but, due to the submitter's request for no major changes and several available construction options, Kingdom was unable to make this change. Commentors also noted other construction options in the ILoI for the submission. The device is returned for a redraw and lack of name to go up with it. The embattlement should be as deep/tall as it is wide. The otter and axe should be a bit larger to fill the space and aid in the identifiability of both. Taiyoyama no Konomata Haruyuki - New Name.
Returned for documentation issues. No actual documentation was provided for the 'Konomata' name element. The plausability of Taiyoyama is also a concern as the documentation is questionable even with the supporting documentation provided in the ILoI commentary for the submission. Kingdom encourages the submitter to consult with a herald who has Japanese name construction experience to make sure the name construction is valid and fully documented.
