Unto Angus Reid MacFarlane, White Stag Principal Herald, and the College of Heralds of the Kingdom of the Outlands, does Khalidah bint Yahya'a, Rampart Herald, send her greetings.
What follows is the Letter of Response for September 2016 CE, ruling on the August 2016 Letter of Presentation (http://oscar.sca.org/index.php?action=100&loi=4082).
I would like to thank all of the heralds who were kind enough to provided commentary.

The following items were RETURNED for further work:

Gwenllian MacDonald - Device Resubmission. Argent fretty purpure, an oak tree fructed and eradicated Or

Oppia Prima Vopiscus - New Name & New Device. Quarterly sable and argent, two arrows in saltire counterchanged between flaunches purpure
The name & the device are returned for rework. For the device, the flaunches are not proper flaunches and the arrows are not properly counterchanged. The name mixes masculine and feminine name elements which is not registerable, and has two cognomen which there is no presedence for. Internal commentors gave a lot of alternative options, using the three nomen, as well as documentation as the original documentation was insufficent and incomplete.
