Unto Angus Reid MacFarlane, White Stag Principal Herald, and the College of Heralds of the Kingdom of the Outlands, does Khalidah bint Yahya'a, Rampart Herald, send her greetings.
What follows is the Letter of Response for June 2016 CE, ruling on the May 2016 Letter of Presentation (http://oscar.sca.org/index.php?action=100&loi=3900).
I would like to thank all of the heralds who were kind enough to provided commentary.

The following items were RETURNED for further work:

Æðeluulf Munec - New Badge. Vert, a tierce gules and a mermaid naiant maintaining a harp argent
Returned for rework due to multiple reasons. A tierce is like any other charge on the field so a tierce gules on a vert field is color on color. The mermaid with a harp is too small and the harp isn't identifiable. The color emblazon is improperly colored - the tierce looks pink and the field is a strange shade of green. Giovanni Prete - New Device. Azure goutty, a lion Or
Returned for a conflict with Gelre [04/2006 via Laurel]: Azure, a lion rampant queue-forchy Or. Important non-SCA arms. The is only one DC for the goutty. The queue-forchy style of tail provides no difference. Emblazon: http://oscar.sca.org/emblazons/Outlands/2016-05/giovanni-c.jpg
Isabeau de Bernac - Device Resubmission. Per Bend sinister vert and purpure, a bend sinister counter-embowed between four horseshoes in cross and a feather argent
Returned for the same reason as the September 2014 LoAR (http://heraldry.sca.org/loar/2014/09/14-09lar.html#Outlands_returns17) with the following: This device is returned for violating SENA A3D2c, Unity of Posture and Orientation, which states "A charge group in which postures for different charges must be blazoned individually will not be allowed without period examples of that combination of postures." The charges here are not in a unified arrangement, as the horseshoes in cross must be blazoned separately from the feather in order to adequately describe their positioning. Mariah of Kilarney - New Device. Gules, in bend a shamrock and a feather bendwise sinister and on a chief Or, three roses vert
Returned for multiple reasons. It was submitted as a resubmission but there is no record of the submitter ever submitting a device or a name in the Outlands. The submitter never responded to requests for information about prior submission in other Kingdoms. Returned for a lack of a name to pair with it. Returned for impoper form as the emblazon has a different shield shape when it needs to be the standard form shape. Returned for a redraw as the shamrock and feather are violating SENA A3D2c, Unity of Posture and Orientation, which states "A charge group in which postures for different charges must be blazoned individually will not be allowed without period examples of that combination of postures". The shamrock and feather are also not properly in bend as they need to be further apart and placed more at a diagonal from one another. Niccolò Santi - New Device. Per pale argent and sable, a ferret rampant counterchanged in dexter chief a cross of Jerusalem gules
Returned for a redraw. The ferret and the cross of Jerusalem are not identifiable. The ferret, while it fills the space, has no identifying features. The cross of Jerusalem is too small and the various elements bleed into one another. Commentors suggest making the ferret a touch smaller and the cross of Jerusalem larger while giving identifying features to the ferret. Sidonia of Seven Oaks - New Badge. Azure, a butterfly argent
Returned for conflict with Irene von Schmetterling [08/1979 via East]: Azure, a papillion argent, bodied sable, within a bordure argent. There is one DC for the lack of bordure. There is no difference for the bodied sable. Also returned for conflict with Anne of Caerdydd [01/1993 via An Tir]: (Fieldless) A butterfly argent, wings tipped gules. Tariq ibn Yusuf ibn 'Askari al-Ghassani - New Badge. Argent and purpure checky, sable, a horsehead vomiting fire
Returned for multiple reasons. The line emblazon lacks the checky lines and overall the horsehead is too small. The horsehead should fill more of the field.
