Unto Randal Carrick, White Stag Principal Herald, and the College of Heralds of the Kingdom of the Outlands, does Khalidah bint Yahya'a, Rampart Herald, send her greetings.
What follows is the Letter of Response for February 2016 CE, ruling on the January 2016 Letter of Presentation (http://oscar.sca.org/index.php?action=100&loi=3703).
I would like to thank all of the heralds who were kind enough to provided commentary.

Dagrún Laufeydottr - New Name & New Device. Gyronni arrondi sable and gules, a dragon sejant affronty, head to dexter and wings displayed Or
The name is returned because Laufey is an unregisterable mythological name as it is the name of the mother of the Norse God Loki, per the April 2002 LoAR - Laufey rauðrefr (http://heraldry.sca.org/loar/2002/04/02-04lar.html). The commentors suggested the alternative of Ljúfudóttir which is the closest name, the College of Heralds has found, to what the submitter submitted. Gillian Elizabeth Dawnser - New Badge. (Fieldless) A wolf rampant reguardant azure, a scroll surrouding reading "Nesessant Mihi Tripudiare" argent
Returned for a redraw. The scroll is not surrounding the wolf nor is it in a blazonable position. Commentors also noted that the Latin is incorrect. However, being uncertain of what the submitter intends the Latin to say, the commentors were unable to correct the submitter's Latin. Lucrèce de Pardieu - New Device. Argent, on a fireball sable enflamed proper a dragon (undetermined position) argent

Minamoto Shizuka - New Device. Per fess wavy purpure and sable, a hawk stooping within an orle surmounted by three lotus blossoms argent

Returned because it does not follow the patterns for Order Names, and for presumption as Equites can mean 'Knights'.
