Unto Randal Carrick, White Stag Principal Herald, and the College of Heralds of the Kingdom of the Outlands, does Khalidah bint Yahya'a, Rampart Herald, send her greetings.
What follows is the Letter of Response for June 2015 CE, ruling on the May 2015 Letter of Presentation (http://oscar.sca.org/index.php?action=100&loi=3270).
I would like to thank all of the heralds who were kind enough to provided commentary.

The following items were RETURNED for further work:

Isabeau de Bernac Device Resubmission. Vert, four horseshoes in cross argent, on a chief purpure a feather argent
Returned for a redraw. Unfortunately, the chief purpure on a vert field is color on color and not registerable. Emblazon: http://oscar.sca.org/emblazons/Outlands/2015-05/isabeau-c.jpg

Isabella Maria Francesco New Device. Sable, a six mullets of eight points and a crescent argent, in base four bars wavy alternating argent and purpure
Returned for a redraw. The mullets are drawn with elongated points which are no longer registrable per the August 2014 Cover Letter (http://heraldry.sca.org/loar/2014/08/14-08cl.html). The mullets are, also, not in a blazonable position and look a bit like an abstract symbol which is not registerable. A commentor suggested drawing more mullets on the field to be blazon as a 'semy of mullets of eight points'. Emblazon: http://oscar.sca.org/emblazons/Outlands/2015-05/isabella-c.jpg

Kateryn Blair Device Resubmission. Per pall inverted sable, argent, and vert, two natural panthers rampant counterchanged and a tree of life argent
Returned for rework. A tree of life has not been previously registered so documentation must be provided for it. While the submitter did give some documentation for the tree of life, none of them were heraldic examples nor did they match the style of tree on the emblazon. The panthers' pose is also questionable. Rampant usually have both paws facing out toward the edge. These panthers have one paw that looks like it is waving - a position that is not blazonable. Pracis Kephalas New Device. Per saltire purpure and vert, the astrological symbol for Scorpio argent, and on a bordure counterchanged in chief the astrological symbol for Libra argent
Returned for color on color. The saltire of the field then a bordure counterchanged has the bordure being color on color as a bordure is not a line division. This is also returned for redraw as the astrological symbol in the bordure is too small to be identifiable. There was much debate over whether or not the design elements could be registered as astrological symbols by themselves cannot be registered. It is unclear within SENA if the bordure gives enough to allow the astrological symbols to be registered. Emblazon: http://oscar.sca.org/emblazons/Outlands/2015-05/pracis-c.jpg

Rhonwen Telynor New Name & New Device. Per fess purpure and vert a harp and horse hoof print argent
The name is returned for lack of documentation for both name elements. Commentors do note that Rhonwen was only previously registerable as an SCA-Compatible name. SCA-Compatible names are no longer registerable per the May 2009 Cover Letter (http://heraldry.sca.org/loar/2009/05/09-05cl.html). The device is returned for lack of name as well as for a redraw.
