Unto the Sovereigns and members of the College of Arms of the Society, does Randal Carrick, Rampart Herald send his greetings. What follows is the September Letter of Intent for the Kingdom of the Outlands. I would like to thank the following heralds for providing commentary for this letter: THL Maestra Francesca di Pavia, Ray de Soleil Pursuivant; Lord Eric Morrison, Hawk's Hollow Pursuivant; Lord Andrew von Otelingen, Barbican Pursuivant; Lord Albert Snowdon, Readstan Pursuivant; Lord Jethro Stille; Her Excelllency Asta, Baroness of Caer Galen; Gawain of Miskbridge, Green Anchor Herald; Rohese de Dinan, Red Hawk Herald; and Marie de Blos, Palimsest Herald. 



It is my intent to register this October the following items from the Outlands College of Heralds:

1: Al Ulagan Chinua - Resub Device

OSCAR is unable to find the name, either registered or submitted.

Sable, on a fess argent between a scimitar fesswise reversed and a scimitar fesswise proper, a wolf courant gules

 

Submitter's name was registered in February 2010, via Outlands http://heraldry.sca.org/loar/2010/02/10-02lar.html

 

Submitter's previous device Sable, on a fess argent between a shamshir fesswise reversed and a shamshir fesswise proper, a wolf courant gules, was returned on the same LoAR for the following reasons:

This device is returned because the wolf's posture is not blazonable. It is not passant, which would have three legs nearly vertical and a single foreleg stretched out in front of it. It is not courant, which would have all four legs stretched out ahead of and behind the body.The device is clear of the device of Brendan mac Artuir, Sable, on a fess between two shamshirs fesswise reversed and inverted argent, a third sable. There is a CD for the change of type and tincture of the tertiary charge and a CD for the change of orientation of half of the secondary charge group. Please inform the submitter that he might wish to use a more substantial scimitar, instead of the depicted shamshir, to make the difference very visible

2: Ravenhyrst, Canton of - Resub Device

OSCAR finds the name registered exactly as it appears in April of 2008, via the Outlands.

Per chevron sable and argent, two ravens migrant respectant argent and a Laurel wreath vert

 

Branch name was registered in April 2008, via Outlands http://heraldry.sca.org/loar/2008/04/08-04lar.html

the Canton's previous device submission, Per chevron sable and argent, two ravens migrant respectant argent and a Laurel wreath vert, was returned on the June 2009 LoAR (http://heraldry.sca.org/loar/2009/06/09-06lar.html) for the following reasons:

 

This device is returned for conflict with the device of Elkshire, Per chevron sable and argent, two elk's heads, erased and respectant, argent and a laurel wreath vert.

 

Under section X.3 of the Rules for Submission, the laurel wreath is ignored for purposes of determining if the two devices are suitable for purposes of section X.2, but it is not ignored for any other purpose. Both devices are simple for purposes of X.2, with only two types of charge on the field. However, X.3 also says that "Required charges always count normally for difference themselves, this rule only ignores the complexity they add to a design." Therefore, these devices are not clear using X.2, because all of its conditions are not satisfied: the type of every charge in the primary charge group is not substantially changed between the two devices. Both of them have a laurel wreath in base.

Therefore, there is a single CD of difference between the two pieces of armory, for changing the elks heads to ravens, and the devices conflict.

 

The canton has obtained the Letter of Permission to Conflict from the Crown of Calontir on May 22, 2010, granting the permission for the Canton's armory to conflict with the armory of the inactive Shire of Elkshire.
