UNTO the members of the College of Heralds of the Kingdom of the Outlands,
and all others who generously give of their time and talents in commentary
on this Letter of Presentation, upon this 17th day of February, A.S. XXXVIII
(2004 CE), does Lady Alia Marie de Blois, Rampart Herald, send greetings and
those commendations which are appropriately due. My apologies for the delay
in producing this letter - between illness and Estrella, it's taken longer
than I intended.

Please have your commentary on this letter to me by mid March - the Rampart
decision meeting is scheduled for the second Thursday of March.
For those newer heralds who are interested in learning to do commentary, I've
put in a few notes/requests to indicate directions to take with research and
commentary. Mostly, these are the types of questions that I'll have to answer
when I make decisions. Just present your research in a clear way, including
citations (URLs, book titles/dates/authors/pages, quotes, rules, prior
Laurel precedent), so that I know what you're talking about. For conflict
checking, it really helps to cite which rules apply,
or if there are any particular precedents.

On behalf of Mistress Tatiana Pavlovna Sokolova, White Stag Principal Herald,
I present the following items for your consideration:
(Unless otherwise noted, all submittors will accept all changes, have no authenticity
requests, and wish a name with the "common sense" gender, based on
the submitted name.)
- Diana of Llanberis. (al-Barran) New Device. Purpure,
a tower within an orle of hearts argent.
Her name was registered in January 2001 via the Outlands.
- Iames of Mann. (Unser Hafen) New Device. Sable, a bend
sinister betressed Or between an abacus and a rocket argent.
His name was registered in January 2001 via the Outlands.
- Iames of Mann. (Unser Hafen) New Badge. Sable, in pale
a crescent pendant and a rocket argent, a bordure Or.
His name was registered in January 2001 via the Outlands. I am somewhat concerned
about the rather flattened crescent pendant.
- Kirka Bjornsdottir. (Unser Hafen) New Name.
Kirka is documented as a male name dated to the 15th Century from Paul Wickenden
of Thanet's A Dictionary of Period Russian Names (http://www.sca.org/heraldry/paul/ka.html).
There is also a note in the documentation field saying "Pendar the
Bard", but nothing about the byname (though it's probably in Geirr
Bassi's The Old Norse Name). Documentation for Kirka (or a close variation)
closer to her desired culture/time would be a good thing, too.
She cares most about the language/culture, does not care about gender, and
is interested in authenticity for "9th century Norse" language/culture.
- Mawadda bint Suleyman bint Karima. (al-Barran) Resubmitted
Name and Resubmitted Device. Sable, a mullet of four points, a bordure potenty
argent.
Her previous name submission, Suleymahn L'Hilt, and previous device submission, Sable,
an owl and in chief a mullet of four points, a bordure potenty argent,
were returned by Rampart in September of 2003, the name for insufficient
documentation of the byname and the device for lack of a name.
According to the form, "Names from the Geniza of Cairo" by Juliana
de Luna (http://www.sca.org/heraldry/laurel/names/geniza.html) was used to
document this name, however that only lists feminine names. A look at Da'ud's
article "Period Arabic Names and Naming Practices" (http://www.sca.org/heraldry/laurel/names/arabic-naming2.htm)
might provide documentation for the remainder of the name.
She cares most about the sound, does not care about gender, and is interested
in a name authentic for "Arabic" language/culture.
- Mephiboseth ben Yoseph. (Unser Hafen) New Name and New
Device. Azure, a bend Or between a star of David argent and a candle enflamed
proper,
a
bordure Or.
According to the form, Mephiboseth is found in 2 Samuel 4-4 and ben Yoseph
means "son of Joseph". There's been several articles on Jewish
names posted to the Medieval Names Archive recently - they might be a good
source of further documentation, if someone wants to look.
He cares most about the language/culture, and is interested in authenticity
for "1st Century Hebrew" time period and langauge/culture.
- Nikolaus von Stahlburg. (Citadel) Reconsidered Name and
Unpended Device. Per chevron throughout vert and sable, a chevron throughout
between
three rams heads affronty cabossed argent horned Or.
This name was previously returned through Rampart oversight. Listed on the
March 2003 LoP as Nikolaus von Stahburg, I was lacking the 'l' in Stahlburg.
Bad Rampart, no donut. Thus I could find no documentation, and returned the
name. The device was pended at that time, and is now unpended.
Nikolaus: This name is found in A Dictionary of German Names by Bahlow (translation
by Edda Gentry, second edition) on page 346, under the heading Nick(el),
which says "Saint Nikolaus was the patron saint of mariners and ship
captains, seafaring merchants, and children (saint's day Dec. 6!); next to
Johann(es) and Petrus, N. was the most req. f.n. in the Middle Ages. This
spelling is also found in http://www.sca.org/heraldry/laurel/names/germmasc.html "Late
Period German Masculine Given Names" by Talan Gwynek, with 615 instances
between 1501 and 1550.
von Stahlburg: Stahlburg is the name of an SCA shire, registered in August
1995 via the West. The submittor believes that Stahlburg is a city in Germany,
but I was unable to find it in my standard sources (Bahlow). "Stahl",
however, appears to mean "steel", so Stahlburg would be "steel
city" - which might not be a likely city name until the Industrial Revolution.
So, it's entirely possible that a) it's a modern German city that didn't
exist in period or b) a modern German city that existed in period, but with
a different name or even c) just not in my resources. Better documentation
would be appreciated.
The client prefers a male name, authentic for unspecified language/culture,
and will not allow any changes, nor the creation of a holding name.
- Slaine inghean Ui Sheanain. (al-Barran) New Device. Per
chevron inverted argent and sable, in chief an thistle vert.
Her name was registered in September 2002 via Caid. This is a bit steep of
a per chevron inverted, but since it issues from the corners of the eschutcheon,
I don't think we can call it a pile. Opinions are requested on the blazon.
Also, since I can probably get a quick redraw (but don't know which way),
I'd appreciate conflict checks on both "Per chevron inverted..." and "Sable,
on a pile argent...".
